Land the GFX1100-TG200 historical records

Historical upstream issue #2164 is deleted or unavailable. It remains part of the campaign's historical attribution, but it cannot own the live records-only landing.

Scope: land the GFX1100-TG200 specification, 17 historical evidence files, and the exact gate prompt from PR #1936. Reconcile the known T5 assertion-count provenance without changing product code, checkers, tests, public documentation, or current benchmark claims.

Acceptance:

• the live specification names this issue as the landing owner and labels gfx1100 decode is launch-bound: 15 levers took it to ~103 tok/s and a 3.13x kernel win moved the engine 0.1%, so the next lever must remove dispatches #2164 historical and unavailable;
• the T5 record states the fresh-build 841-assertion, 19-case result and the stale ROCm 7.14 binary provenance for the old 132,094 count;
• the records remain historical evidence and make no PR perf(GFX1100-TG200): the 200 tok/s gfx1100 decode campaign and fp8 KV cache decode attention #1936 product change reachable;
• pull request record(BACKEND-ROCM): preserve the gfx1100 launch evidence #2270 closes this issue.
