Subject: [PATCH] chore(catalog): pin mif-docs to v0.10.0

mif-docs-plugin v0.10.0 aligns the suite with MIF specification 1.4.2
(breaking: doc and template ids are now UUIDs). Pin ref v0.10.0 at its
release commit 23ccaf5a.
