- §9.3.1 table: replace C13 placeholder with docs/27-通信调度问询与合成工具.md - scripts/check-code-ratio.ts: append same path to NEW_CHAPTER_FILES, keeping spec table and CI set in one-to-one correspondence Per YAO-135 arbitration rule (writer must not self-pick filename) and YAO-114 (C13 issue ready to start). Filename drops 顿号 for cross-platform compatibility, NN=27 follows C04 (NN=26). Co-authored-by: multica-agent <github@multica.ai>
