Subject: [PATCH] Make lower-env GKE phalanx clusters multi-AZ

So that we can get nodes when AZs run out of capacity. I chose the
letters at the furthest end of the alphabet in the hopes that most other
folks chose letters at the beginning of the alphabet :shrug:
