Subject: [PATCH] chore: release v0.12.0

Each Honk verifier library now deploys once per distinct creation code
rather than once per circuit: two circuits cost 4 transactions instead
of 6, and a third costs 1 more rather than 3. Sharing follows from the
CREATE2 address, so a library that ever differs separates itself.
