What are the flags use to compile the version shared on Github Releases section? #742

Hello,
I'm trying to understand why the dll shared here: https://github.com/intel/onnxruntime/releases is a little bit faster on old Intel GPUs than my own compiled version.
Here is my own command line: "$openvino_base_folder\setupvars.bat" && $ort_src_base_folder\build.bat --build_dir $build_folder --config Release --build_shared_lib --parallel --use_dml --compile_no_warning_as_error --skip_submodule_sync --skip_tests --skip_onnx_tests --use_openvino AUTO:GPU,CPU

Can the command line be found anywhere in the pipelines?
