[Feature Request] Publish Linux .so shared libraries for onnxruntime with OpenVINO

Describe the feature request

It would be really nice to have prebuilt versions of the OpenVINO EP for onnxruntime available. Currently only the Windows shared libraries are prebuilt. Alternatively it would cool if the Docker container with the EP can be upgraded to Ubuntu 24.

Describe scenario use case

It would make the usage of this project much easier anytime you would like to use onnxruntime with OpenVINO on Linux or in a Docker container .

Building ONNX Runtime with OpenVINO Backend

Prerequisites

• Linux distribution with standard development tools
• Git
• CMake (3.26 or later)
• Python 3.10+ with development headers

Build Instructions

1. Clone the ONNX Runtime repository:

   git clone https://github.com/intel/onnxruntime.git
   cd onnxruntime

2. Download the latest OpenVINO package from the official Intel repository:

   wget https://storage.openvinotoolkit.org/repositories/openvino/packages/2025.1/linux/l_openvino_toolkit_ubuntu20_2025.1.x.x.tgz

3. Extract the OpenVINO package and configure the environment:

   tar -xzf l_openvino_toolkit_ubuntu20_2025.1.x.x.tgz
   cd l_openvino_toolkit_ubuntu20_2025.1.x.x
   source setupvars.sh
   cd ..

4. Build ONNX Runtime with OpenVINO backend:

   ./build.sh --config Release \
              --use_openvino CPU \
              --build_shared_lib \
              --build_wheel \
              --skip_tests \
              --parallel

The build process will generate shared libraries (.so files) in the build/Linux/Release/ directory and Python wheels in the build/Linux/Release/dist/ directory.

Note: While we don't officially distribute pre-built shared libraries, these instructions enable building them on any Linux distribution with the required dependencies.

I am currently doing that in form of a docker image, but I think that this would be really nice to have officially built binaries or at least as a pre-built Docker image. The docker image is even already there, but it's just not updated to the latest Ubuntu. Since I assume that many people use this project on Linux: Any chance to get either official binaries or an officially built, continuously updated Docker image?
