SPIKE: Run the daily refresh on the "archive" DB

In order to avoid the extra load on the production DBs, explore the possibility of running the report process (H's and LMS's) in the archive DBs instead.

• Run create_from_scratch on the archive DB for the H DB
• Run create_from_scratch on the archive DB for the LMS DB
• Point the report refresh to the archive DBs.
