Subject: [PATCH 2/2] Update gh-skills-builder to v3.0.1

Repin the listing to the v3.0.1 release, which migrates the plugin to the Agent Plugins v1.0.0 layout (root plugin.json, no component arrays, orchestrator under com.github.copilot/agents/). source.sha is the dereferenced commit of the annotated v3.0.1 tag.
