Setup GH Actions Based Docker Container Publishing

To make docker containers easy to publish, set up jib plugin.

For CI, on changes to main:

run tests, then publish latest docker image to GHCR

on PR:

run tests

Looks like almost all of the tests require C* to be running, so for now this will just build the container instead.
