Subject: [PATCH] fix: keep other PHP builds running when one matrix job fails

A transient PECL error on the PHP 8.1 build cancelled the remaining
build-php jobs because the matrix defaults to fail-fast. Turn fail-fast
off so one flaky job doesn't block the other image builds.
