Generate Echo Edict lawpack, target profile, authority facts, and provenance

Purpose

Extend Echo-owned echo-wesley-gen to compile the frozen semantic source from #651 into the declarative artifacts consumed by Edict's provider boundary.

Required outputs

For exactly one vertical operation, generate:

• one Echo lawpack closure;
• one Echo target profile;
• authority facts;
• self-contained CDDL schema artifacts for every returned domain;
• deterministic review JSON;
• generation provenance binding exact source, settings, generator, schema/ABI, and output digests.

The minimal closure must carry one type family, semantic effect, write class, obstruction, operation profile, budget, and native capability or direct adapter mapping.

Acceptance criteria

• Repeat generation produces byte-identical canonical artifacts.
• Reordering set-like declarations does not move semantic bytes.
• A semantic change moves the relevant domain-framed digest.
• Conflicting declarations, unknown capabilities, unknown obstructions, and fact/profile disagreement fail with stable structured kinds.
• Provenance binds exact source-artifact and generator/settings digests.
• Every output validates against its owning Edict ABI/schema and carries no hand-authored digest.
• Review JSON round-trips to the same canonical artifact but is explicitly non-authoritative.
• A check mode detects generated drift without rewriting files.
• Tests pin the first reviewed artifact corpus.

Dependencies

Prerequisite #651 is complete. Remaining blockers are flyingrobots/wesley#728 and flyingrobots/edict#158. A sibling wesley-core dependency is acceptable during coordinated development but must not be published that way.

The authority-facts ABI prerequisite flyingrobots/edict#157 landed in flyingrobots/edict#159 and is no longer an active blocker.

#406 and #449 are not prerequisites. #602 is a downstream product consumer, not the generic generator.
