Subject: [PATCH] docs(openspec): archive rust-extension-mep-0-2 after the
 v0.4.0 release

The change shipped as extension/rust/v0.4.0. Create the main spec
rust-extension-model-operations from its delta, and move the change to
openspec/changes/archive/.

Record what the release showed: the local dry run checks the release steps,
not the published digest, because the release job builds on another machine
and the WASM embeds absolute build paths (morphir-0xtc.5). So the
qualification ran again on the published assets. Bead morphir-0xtc.
