CI/CD: Configure release workflow

Description

Configure release pipeline, when somebody merges something into production branch - release pipeline triggers on it.
Then just wait until build will be done then just release the build-artifact with merge request description.
Release should have name of merge request.

List of functionality requirements

• Create pipeline call it release.yml
  • Check when somebody make the push into production branch
  • Upload the build-artifact from build.yml pipeline and upload apk file to the release
