Failed to resolve: cards.pay:paycardsrecognizer:1.1.0

When trying to use the library as instructed:

repositories {
     maven { url "http://pay.cards/maven" }
}

dependencies {
    implementation 'cards.pay:paycardsrecognizer:1.1.0'
}

I am getting:

Failed to resolve: cards.pay:paycardsrecognizer:1.1.0

Trying to access the repository from a web browser returns a 403 error.

Using this:

 maven {
            url "http://pay.cards/maven"
            allowInsecureProtocol = true
        }

doesn't solve the issue. Still get the "failed to resolve..." error message
