Which repos to post issues to?

Hi, I've been using this OS for a few weeks, and it largely is great, but there have been some bugs that have been annoying to work with. I'm not sure which repo is best to open them up here, if it is driver issues, something on the OS's end, GNOME, or where it is.

Here are some bugs I've experienced:

• minimize button on windows sometimes does not work. Clicking it seems to not minimize it at times, and clicks out of the window. Maximize and close work fine. By clicking out of the window, it essentially makes it so that the program cannot be used until you go to the menu in the bottom center and click on the app. Then the app is usable again.
• Randomly a screen flips orientation.
• Randomly a screen no longer is recognized.
• Display settings in system settings have some issues with multiple monitors. There seems to be some sort of limitations on how many screens next to each other it supports? I.e. it does not like three monitors next to each other. Frequently changes to two with ones below it. Also it frequently when clicking buttons places them on top of each other, so two screens on the display overlap each other. And, it has a tendency to close.
• Apps randomly have a tendency to close without saying why. Experienced with settings and the app center.

I'm willing to fix these issues, but I am not sure where to begin and how to get a development environment conducive to making changes to these sorts of issues.

Where would be best to open these issues, and happen to have any references, tutorials, or guides on developing, updating, and making changes to the OS?
