Brings wamp-cicd#76: `just land` refuses a branch carrying an open A18 decision (.decisions//OPEN-*.toml) and `just where` lists open decisions; also #51 (a branch that moves a tooling pin lands as a maintainer-signed merge) and #63 (no land without the audit file). templates/ and community-files.sh are unchanged between the two.
