[FunCall] Implement the function call mechanism

SPARQL 1.1 allows for the definition of adhoc function defined with an IRI name and a number of arguments.
This implementation should allows for the definiition of such functions in a plugin system.
A good PoC implementation would be the GeoSparql #318
