Subject: [PATCH 1/2] Pin the Bun version CI and local share

CI installed bun-version: latest with no repo-level pin, while
@types/bun is pinned to 1.3.14 in package.json. Add .bun-version so CI
and local installs resolve the same Bun version instead of drifting
against the type pin.

Fixes CL-7125.
