Delete packages/workflow-catalog (CL-7373)

Every export moved in the prior two commits (templates/, @workbench/
connections, apps/hub) or was superseded (the WORKFLOW_CATALOG mirror).
Updates docs that named the old package (workflows/README.md already
covered), regenerates the report-error baseline for the moved files'
new paths, and fixes the two structural checks (error-envelope's
allowlist, db-setup.ts's import) that referenced the old location.
