Ignore intentionally corrupt broken-toolchain fixture in lint

The eval fixture ships a truncated config.ts so the grader can require a real repair. Prettier and ESLint both hard-fail on the parse error against the continue-on-error lint baseline. Exclude the fixture tree from both tools; the fixture itself stays corrupt for the eval.
