DD0074 and DD0123: Variable/Value Level Origin Type mismatch / Length mismatch

DD0074: If there is origin for VLM, then Variable-level should either = VLM or left as blank.
e.g.

DD0123: Once DD0069 is resolved, this should be fixed.

Tested based on latest codes and this only DD0074 is resolved.

For DD0123, see LBORRES. VLM longest length was $200, but Variable-level was set as float 12.4.
I have attached the latest define.json/xml for Pierre to check.
