Upgrading the lambda runtime

Hi team,

In the template of this application, the lambda functions are running on runtime Python 3.7 which is planned to be deprecated on November 27, 2023 according to this official AWS documentation.

Could you please prioritize this change? so we find time in our end to upgrade to the net version of the app and test accordingly.

Also can we please upgrade the layer version used by the lambda functions as well to latest version?
