Investigate how to run sdsmint e2e tests in presubmit github workflow

#926 added --experimental-use-sdsmint into hack/install-ate.sh to select the egress manifest.

#871 added the sdsmint server with the sdsmint e2e tests skipped.

We should investigate how to e2e test this experimental feature. One way is to add a new step into our existing e2e github workflows to test the experimental feature, like https://github.com/haiyanmeng/substrate/pull/11/changes#diff-facd01ed84cb995181b66f6c830bb27056f88de6ae3fa446704a68d9a45474b5.
