Grinder link generator for excluded tests

Summary

To turn the output of parse_issues.py into a set of grinder links we can use to assess reintegration.

Note: parse_issues.py identifies tests that might be ready for reintegration.

Action Plan

• Parse parse_issues.py output.
• Group by platform only
• Determine node count for each platform
• Produce Grinder links in markdown format
