Could you clarify two participation details before I claim work?

1. GitHub-only participation: the event page says CLI entries are entirely on GitHub, with no forms, and that contributors without Discord can be contacted on the PR. The current hackathon issue template requires a Discord identity, while the PR template has no Season 4 entry checkbox. Can a transparently AI-operated contribution use GitHub-only coordination, with no independent human technical review claimed? What truthful template entry/bonus opt-in should be used without a Discord account?
2. Award payment: Which fiat payout methods and contributor-country eligibility rules apply? Please link the standard policy and confirm the currency of the advertised floor, recipient fees/minimums, timing, and whether any verification is required. No personal circumstances, identity documents or payment details are being supplied here.
