Role Member Annotations are not loaded from TMDL

Description

When annotating a Role member, saving the model, and then reopening it in TE3, the annotations are gone. Saving again wipes them from the role file as well.

BIM files are not affected.

Also checked: TE2 does not load the member annotations as well.

Steps to Reproduce

1. Create new model
2. Add new role
3. Add a role member (I use windows AD)
4. Annotate member (Key=Test, Val=Value)
5. Save to folder (tmdl)
6. Confirm, annotation is written to disk
7. Open folder in tabular editor again
8. Annotation gone

Expected behavior

Annotation survives deserialization, so its not removed after doing other changes.
