test: pass the notification-access arguments DashboardTest has lacked since 7460d25

7460d25 added notificationAccessNeeded and onEnableNotificationAccess
to DashboardSetupChecklistCard without updating the instrumented test,
so compileDebugAndroidTestKotlin has failed since 2026-09-26. The test
was wrong, not the card: the three calls now pass false and a no-op,
which keeps each case's meaning (every check ready, nothing asked for).
