fix(data): drain the 204-report community queue

Reports had queued in data/reports/ since the 2026-09-05 merge, and the
liveness check in verifyPipelineTests had gone red on the live queue (204
files against the 20 expected between merges). Ran the documented order:
generate_hot_list and extract_spam_domains (both with --allow-collapse: no
queued report carries a reporter_bucket, so the trending feeds stay empty
and publish cleared=false), merge_community_reports, spam_shards, then
feed_signing sign.

Database 41 -> 42: 121 numbers added and one existing row gained a report,
51,634 -> 51,755 in total. 32 submissions were rejected as implausible
(+15551234567 x16 and +15559876543 x15, the fictional numbers the unit tests
posted before f57cb40, plus +00391497081), 10 were collapsed as duplicates,
and 29 not_spam votes were dropped for missing reporter identity. The README
database size follows, as the release-drift test requires.
