test(p037): close a2d allowlist gap for the proposal doc's CH-7 edit

docs/proposals/P-037-guarded-effect-summaries.md was edited in Phase C
(CH-7) but stayed uncommitted through every subsequent Phase-B commit, so
tests/test_p037_a2d_epoch.py's PHASE_B_GOVERNANCE_FILES allowlist never
had to cover it -- the same false-green mechanism the file's own comments
already document for b234599. Committing the amendment (ca84cb1) finally
made the move visible to git diff T_D HEAD, tripping
only-treatment-paths-tests-record-and-adjudicated-docs-move. Fixed the
same narrow way every prior instance of this gap was: one allowlist entry,
one comment naming the commit and the file it covers.
