docs(p037): retake Phase B baseline at final instrument

Five narrow instrument-side repairs landed since the last named T_B
(718a673): 20b09c9 (run-level call-site witness transport), b31e7a0
(licensed_selection/exact removal anchor/severity constant/file-identity
check), 460557e (quoted-identifier resource correlation, canonical
materialization-root binding), 84c06a2 (full record_problems() provenance
contract, replacing a subset that claimed parity it never implemented),
and cf0f95f (treatment-freshness parity in provenance_problems()). None
touched production semantics -- all three production_diff_gate units
report IDENTICAL for cf0f95f against both 718a673 and the long-standing
pre-B2.1a reference e4199ec, and a mechanical git diff between them over
rust/, frontend/, ownlang/ is empty.

Retook all four governed R_B snapshots at the new instrument head
(cf0f95f), from a dedicated worktree
rather than the usual /home/user/Own.NET (which now holds unrelated,
pre-existing WIP for a separate R1 kernel-integration task this session
must not touch) -- the qualified M3 toolchain is what the environment
record actually certifies, confirmed identical via a fresh execution
profile capture, not the inode path. Every one of the four fresh records
independently passes the newly-hardened record_problems()/
provenance_problems() with zero problems -- the real, honest form of the
falsifier this whole repair arc existed to pass. Cross-engine parity holds
throughout: 0 MOS mismatches across 193 documents, 0 mismatching verdict
files across 192 (105 findings each engine), matching every prior R_B
exactly. All verdict files carry call_site_witnesses=[] throughout, as
required pre-treatment. p037_controls.py --engine both, p037_fact_shapes.py
check --engine both, p037_proof_boundary.py, and
p037_delegation_closure.py check all reproduce prior results exactly;
p037_controls.py --post-a1 --engine rust stays fully RED, confirming no
treatment leaked into this baseline.

Evidence-only: replaces the four baseline JSON artifacts plus their
manifest under docs/evidence/, all already tracked from the superseded
718a673 baseline. No instrument, treatment, spec, tooling, or CI file is
touched. docs/evidence/p037-b-epoch.json's named_later is intentionally
NOT updated here -- that is a separate, later naming commit, made only
once this evidence commit is itself confirmed terminal-green.
