[Feature] please give the ability to reorder favorites manually

I might have three cities. Chigago London and Philadelphia. Chicago would be first. If I want Philadelphia first Or London first I have no ability to manually sort the favorites in the orde r I want. Please add this.## Summary

Implemented in #741, now merged into dev. Location > Reorder Locations lets you move saved locations up/down and switches to Manual ordering. The custom order persists across restarts, with keyboard access and spoken movement feedback. Closing as completed in dev.
