Create new issue templates

Description

Create issue templates for all org repositories.
It would be great to have at least three types of issues:

• New Feature
• Bug Report
• Other

In the best case, we could have an issue template for each Type of issue, according to the Type Labels.

• Documentation
• Testing
• Refactor
• Discussion
• Epic
• Improvement
• Research
• New Feature
