[RulesDashboard] - Editing Rule Codes

Description

Fix editing rule functionality

Acceptance Criteria

• Update editing functionality to include updating rule codes (currently only rule content can update)
• Add rule section shouldnt have "content placeholder"
• rule content should be allowed to be blank, esp for adding new rules
• add rule modal should prefill parent code, and shouldnt be allowed to have a different prefix code if being added under a parent
• ensure refresh on rule change/delete

Additional Notes

• If we add a new child rule to a completed rule, that rule becomes incomplete because its status is now based off of its children. Potential info message or warning modal when adding new child to a completed rule?
• Determine if hierarchy changes if rule code is updated
