Vouch Request: Skill Integrity Validation (#4921)

What do you want to work on?

I'd like to work on issue #4921, which I recently opened.

The idea is to add an offline validator for OpenShell's agent skills, checking metadata, skill inventories, broken local links, and public/internal skill visibility. I'd also like to add automated tests, integrate the validator into branch checks, and fix the broken PR template link.

Why this change?

While going through the repository, I noticed that some contributor skill checks are still manual and found a broken link in the documentation.

I'd like to help catch these issues automatically so that contributor workflows remain consistent and reliable as the project grows.
I've documented the problem and proposed implementation in #4921. Happy to discuss the approach with maintainers and adjust the scope based on feedback.
