What do you want to work on?

I want to work on idle stop / delete-after-stop for sandboxes, #3804. I commented on that issue with our use case. I'd like to agree the design with maintainers first, then implement it.

Why this change?

I'm an engineer at our company running OpenShell 0.1.3 on EKS with Kata for our coding agents. When an agent run crashes, its sandbox keeps running, and on Kata that's an idle VM plus a supervisor pod. I'm about to build this outside OpenShell as a reaper, but I think it belongs in the gateway itself.
