Build out the CLI. This will be useful for debugging and general usage

% sta locations --filter "name eq 'foo' and properties/agency eq 'ISC_SEVEN_RIVERS'"

or for simple name queries

% sta locations --name foo
% sta things --name WaterWell

things for a given location id

% sta things --location=1241

specific thing for a given location id

% sta things --name WaterWell --location=1241

use a .sta.yaml in the users home folder (~/.sta.yaml) to store and configure the necessary environment variables
use to store ST base url at a minimum

This file should be read every time the CLI is executed. If no ST_BASE_URL is defined then prompt user to enter a value. validate the URL, ask user for another url if invalid. write ST_BASE_URL to the config file
