Describe the bug

If permission Nearby devices in «Allow to operate» mode is missed, then app can't read applications list.
Due to Android restrictions it's not possible to grant Nearby devices in «Allow to operate» permission any more. Simple Grant Nearby devices permission isn't enough. Reinstallation doesn't help

To Reproduce

1. Install app from F-Droid with Network access
2. Remove Nearby devices in «Allow to operate» permission
3. Grant Nearby devices permission. Due to Android restrictions it's not possible to
   grant Nearby devices in «Allow to operate» permission any more
4. Run app
5. app doesn't see installed application. So applications list is empty.
   If BlueTooth is on app shows only BlueTooth application
6. App deinstalling, reinstalling, putting into Archive, clearing cache and storage, installing from Owner profile doesn't make app to work, because app receives "cached" permission WITHOUT correct Nearby devices in «Allow to operate» permission
7. So app in exactly this profile is corrupted forever. app works correctly in other profiles (where Nearby devices in «Allow to operate» permission was kept)

Expected behavior

Clear "cached" permissions on installation.
Grant required Nearby devices in «Allow to operate» mode permission
