Consideration for `FGVersion` v3 to be lowered to 1.12.2-14.23.5.2859

Unable to test FG7 with 1.12.2 currently as:

Line 82 in a302c85

forge(v3, "1.13.2-25.0.9");

Suggests that FG3 started from 1.13.2-25.0.9 but since 1.12.2-14.23.5.2851 FG3 had been developed with it, and on version 1.12.2-14.23.5.2859 it was promoted to be working with FG3+.

Full integration has not been tested. So keeping this issue open while you test.

I would like to keep this issue open until UserDev 2 support has been added. Alternatively, we can make a new issue that supersedes this one.

For UserDev2 support, my plan for that is to do it while I do the FD7 back porting.
