Magazine-wide bans allow you to type in a reason for the ban, which helps keep track of why a user was banned, and so both you and other moderators can see why a specific user was banned. The same would be helpful for site-wide bans and suspensions.

Allow admins to type in a reason when enacting a site-wide user bans and suspensions. It would be implemented similarly to magazine-wide bans.
