Release version with @asserts removed from precompile

The @assert statements in src/precompile.jl were removed 5 years ago #59ee94b, but somehow never made into a release (because the release-0.8 branch does not have the fix).
Would it be possible to backport it and release 0.8.6?

(For some reason, these @asserts fail for me when I'm using the PackageCompiler. I don't know enough about these things to understand why.)

the same issues. I fix it by cloning the pkg locally and reverting the master version to 0.8.5.

have you tried juliac instead of packagecompiler? i don't have problems with fixedpointnumbers with the former.

This issue is affecting any use of this with PackageCompiler after about 2.2.3. The cascading effects also bother dependencies like Colors.jl, ColorTypes.jl, Compose.jl and Gadfly.jl. Fully support reapplying this given the PackageCompiler.
