[Bug] Fetch channel tabs setting not respected

Describe the bug

I have Feed > Fetch Channel Tabs set to enable Videos, Tracks, Shorts, and Live. This is not a new issue for me, but Shorts don't seem to appear in my feed ever. When I tried switching to fast mode, they did show up… but other channels would be missing videos.

1. Go to Settings
2. Go to Feed
3. Go to Fetch channel tabs
4. Enable all
5. Refresh feed
6. Shorts are missing
