Describe the bug

Am attempting to update the bios from 3.04 to 3.05. I don't mind doing the update with a USB stick, Just letting you know that the upgrade isn't showing in LVFS.

You need a newer version of "fwupd".
Version 2.0.16 or above.
This will tell you what versions of fwupd you need to each upgrade:
fwupdmgr get-releases

Thats interesting. I run Mint, but even the newest Ubuntu 24.04 is still running the 1.9.34 version. Why would Framework put out an upgrade that won't work on existing OS's?

Linux distributions control what versions they package. We don't have control over that.
24.04 was released before this hardware was released. New hardware needs new software.
We try to make things compatible with any distribution as much as we can, but that's not always possible.

However in this case that's not actually the issue - this update not failing because of your fwupd/distro version.
You can view firmware updates for the Desktop on the LVFS website and see that we have tested some updates with fwupd 1.9.X: https://fwupd.org/lvfs/devices/work.frame.Desktop.RyzenAIMax300.BIOS.firmware
I checked the settings and the only requirement we put is fwupd version > 1.4.5

newest Ubuntu 24.04 is still running the 1.9.34

I just tested this and was able to update successfully.

Could you please click on "Download Archive" of that link above and run fwupdmgr install foo.cab (replace foo with the filename).
That should do the update, if not, let me know what it says.
