[Feature]: Add winget-releaser github action workflow to auto publish winget package updates

Winget is a packet manager for window to easily install and update software with "winget install" and "winget update".
Firebird is already there:
https://github.com/microsoft/winget-pkgs/tree/master/manifests/f/FirebirdProject/Firebird

It would be nice if you could add a GitHub action for automatic Pull Requests to the microsoft repo when a new firebird release is created.
