Product capability that makes Fallout legible to machine consumers, AI agents included: build-model introspection, durable run results, declared target effects, and content-addressed target caching.

Distinct from milestone #12 (AI agent collaboration), which covers making this repository pleasant for AI tools that work ON Fallout. This milestone is about what Fallout exposes TO its consumers.

Every item here is a serialisation of a model the engine already holds internally. Loose milestone, no target date.
