snowflake-rest: Add `session/heartbeat?requestId=0000-0000-000000000`

• CLIENT_SESSION_KEEP_ALIVE = true,
• If active, it will periodically send this (with the defined frequency on the client/driver):
  https://github.com/snowflakedb/snowflake-connector-python/blob/main/src/snowflake/connector/network.py#L587
• By doing this, it should keep this session alive until disconnect. After which it should stop the heartbeat.
• This is meant for long-running queries
