MOSART h0i files end up with the same metadata as h0a files

I thought I had made all the same changes in MOSART #117 as in ESCOMP/CTSM#2445, but apparently not.

Although problematic, this is not urgent to resolve because by default MOSART did not have instantaneous fields and, therefore, was not outputting an h0i file until mosart1.1.09.

Testing my code mods (no PR, yet) on derecho
./run_sys_tests -s mosart -c mosart1.1.09-ctsm5.3.062 -g mosart1.1.10-ctsm5.3.063
All tests returned BASELINE mosart1.1.09-ctsm5.3.062: FIELDLIST field lists differ (otherwise bit-for-bit)

Confirm that metadata is correct now.
