We have quite a number of projects that hang out in various states that can't be fixed to current DP standards with current resources, but we're reluctant to delete altogether because of the amount of work that has already gone into them.
This issue should be treated as a place to do any problem-solving needed before coding starts.
Among other things, we either need code to allow us to put projects into the state and remove them from the state if things change, and we also need to know who will have permission to put them in said state. My suggestion is that it be restricted to squirrels, and that there be discussion of each candidate, or candidate group, before the state change is made.
