az upgrade fails stating you are on recent version and fails to pick up the latest verison

Describe the bug

azzure cli latest version is 2.83.0 but i have older and when i try to upgrade is not working.

Possible solution (Extracted from existing issue, might be incorrect; please verify carefully)

Solution 1:

It looks like you do not have the Microsoft Azure CLI repo: https://packages.microsoft.com/repos/azure-cli/. Please follow step 1-3 to add it and retry az upgrade.

Solution 2:

On Azure DevOps Ubuntu 20.04 agents, you can install the latest version with the following task:
