Create a new setting for TSqlParser version and properly create objects in all places

There are several places where we use a specific parser version (TSql170Parser for example). It should be configurable in settings - use latest if nothing is selected, or whatever user defines.

Can we rely on the SSMS itself?
We should create parser and scripting options based on default settings, and no need to reinvent the wheel
